Traffic Management Systems (TMS) are put in place for a number reasons such as health, safety, welfare, regulation and management. The rules of these systems must be adhered too at all times. The objectives of such systems are usually to maintain a free flow of traffic both in and around known congestion areas for both inbound and outbound traffic movement. Employer and employees should be aware that private and public land, approaches, roads and accesses may be subject to traffic management and security monitoring systems. For the avoidance of doubt always assume that a TMS is in place or in operation and that the principles and protocol apply. TMS’s are usually legally binding and enforceable 24/7, 365 days of the year. We recommend that you put a policy in place to communicate to your employees and make them aware of the following issues: • Signage • Protocol and Principles • Fixed Penalty Notices • Fines • Penalty or Sanction • Parking-Enforcement Officers • Verbal or Physical Abuse • Clamping • Close Circuit Television (CCTV) • Road Markings and Hatched Areas • Speed Limits • Fleet, Vehicle and Driver Bans • Appeals Procedure • How and when to inform the office • Potential Disciplinary Action
